When this applies
- A project is going to tender and the scope is not settled
- Change orders are arriving faster than the controls can absorb them
- Reporting tells the owner what happened rather than what is about to
What this is not
- Partners does not act as the contractor and does not carry construction means and methods
- No cost, programme or completion outcome is guaranteed
- Any construction role is defined in a signed written agreement or it does not exist
